Driving electric vehicle adoption

Joint Office Releases Public EV Charging Infrastructure Playbook

The Joint Office of Energy and Transportation (Joint Office) recently released the “Public Electric Vehicle Charging Infrastructure Playbook,” for those interested in the installation of public electric vehicle (EV) charging in the United States. The guide presents comprehensive information on EV charging installation, including how to leverage federal NEVI funding.

This guide is designed to help users navigate the key considerations for planning and deploying EV infrastructure. It includes guiding questions, informative videos, practical worksheets, and additional resources to drive local progress and ensure effective implementation of EV charging solutions. It consists of eight modules: Planning, Engagement, Siting, Funding, Policies, Regulations, Procurement, and Revenue.

Module 1 – Developing EV Infrastructure Plans

Module one guides you through conducting a baseline assessment to identify future infrastructure needs and develop a planning process and timeline. It emphasizes the importance of incorporating input from a diverse range of perspectives throughout the planning process.

Module 2 – Engagement

This module offers resources for effectively engaging community members and stakeholders in the development of EV infrastructure plans. It highlights the importance of gathering input from these groups to guide the placement and installation of EV chargers.

Module 3 – Deployment Strategies and Site Identification

Offering resources to help determine the best strategies for deploying EV charging infrastructure, Module three provides guidance on developing plans for installing chargers on both public and private property. The module includes a preliminary site assessment spreadsheet designed to outline the process of identifying gaps in existing infrastructure and potential locations for new chargers.

Module 4 – Costs and Funding

In Module four, users can download the guiding questions for EV infrastructure costs and funding to gain a clearer understanding of the potential expenses associated with proposed EV charging infrastructure, explore available funding sources, and prepare for funding opportunities. Users consider questions like: What type of charging equipment are you considering (e.g., Level 2, DC fast charger), and how many units of each type do you plan to install?

Module 5 – Policies and Incentives

This module provides resources to assist state and local governments in adopting EV-friendly regulations, which help streamline the approval process for EV charging infrastructure projects and enhance clarity and transparency for applicants. It addresses questions related to local government goals for transportation distribution and equitable access, including how these goals can be aligned with or built upon in your planning efforts.

Module 6 – Regulations for Zoning, Permitting, and Codes

Resources can be found in this module on how building codes, parking ordinances, and zoning ordinances can impact EV infrastructure planning. It covers how these regulations can establish design standards, mandate a minimum number of EV-ready spaces for new construction, and permit the installation of EV chargers as part of zoning requirements. Understanding these influences helps in developing infrastructure plans that comply with and leverage existing regulatory frameworks.

Module 7 – Procurement, Ownership, and Operation

This module offers resources to help develop strategies for EV charging infrastructure ownership structures and procurement methods. It assists in identifying your preferred approach for ownership and operation, and in crafting a request for proposals (RFP) for infrastructure development.

Module 8 – Revenue and Fee Structures

Module eight offers resources to help you navigate key considerations related to fees and revenue for both privately and publicly owned EV chargers. It guides you in identifying your preferred pricing approach and other factors that can assist your jurisdiction in recovering the costs associated with the installation, maintenance, and operation of EV charging infrastructure.
