ComEd Rebates of $5k-$180k Now Available for Pre-Owned Electric Fleet Vehicles

ComEd, an energy delivery company serving more than 4 million customers across northern Illinois, has expanded its business and public sector fleet EV rebate program to include certified, pre-owned electric fleet vehicles and repowered battery electric vehicles. This move is part of a larger initiative to promote equitable EV growth in northern Illinois and aims to make fleet electrification more accessible and affordable for commercial and public sector organizations. By extending rebates to cover pre-owned and repowered vehicles, ComEd helps reduce the costs associated with fleet electrification, encouraging more businesses and government entities to transition to cleaner transportation options. This step supports Illinois’ broader goals of reducing carbon emissions and advancing environmental sustainability.

“We want making the switch to EVs to be easy, which is why ComEd is continuing to offer more tools, resources and programs to remove barriers, like cost, from EV adoption,” said Melissa Washington, Senior Vice President of Customer Operations and Strategic Initiatives at ComEd. “As fleet electrification continues to grow in Illinois, ComEd is now offering rebates in the same amount for customers pursuing both pre-owned EV models and new EVs, which will help support a more affordable journey for the customer and accelerate the clean air benefits of widespread fleet adoption for all of our communities.”

Recognizing that the cost of new EVs is still a significant barrier to electric vehicle (EV) adoption in the US, the ComEd Pre-Owned Electric Fleet Vehicle Rebate will help more commercial customers—including businesses of all sizes and public sector customers—qualify for pre-owned electric fleet vehicle purchase rebates from $5,000-$180,000. These rebates will depend on the vehicle class they are purchasing and on whether the customer is located in or primarily serves a low-income or equity-investment eligible community (EIEC). 

ComEd customers interested in utilizing the fleet EV rebate program must complete a rebate application within 90 days of delivery of the vehicle. Through ComEd’s program, pre-owned vehicles qualify for the same amounts of funding as new EVs. ComEd customers can submit rebate applications at ComEd.com/clean.

“Programs such as the newly expanded Comed Pre-Owned vehicle rebates will be instrumental in expanding access to electric vehicles across the state,” said Megha Lakhchaura, EV Officer for the state of Illinois. “Pre-Owned EVs can be a key entry point for business and public entities to adopt electric vehicles and further benefit from fuel savings. We commend ComEd for launching this program and allow more customers to make the transition to zero emission vehicles.”

Increasing the number of zero-emissions fleet vehicles is crucial to achieving Illinois’ ambitious climate goals, including the target of 1 million EVs on the road by 2030, set under the state’s Climate and Equitable Jobs Act (CEJA). Currently, over 116,000 EVs are registered in Illinois, with a significant portion owned by ComEd customers. By expanding access to electric fleet vehicles, ComEd’s rebate program supports this state-wide transition to cleaner energy, aiming to lower tailpipe emissions and foster a more sustainable transportation infrastructure in Illinois.

ComEd’s residential and business & public sector EV rebate programs are helping residential, business and municipal power customers in Illinois turn to EVs. With nearly $90 million in rebates launched earlier this year, and more available in 2025, the company’s programs are designed to ensure equitable EV adoption by reserving over half of all funds for low-income power customers and for customers who reside or primarily serve EIECs.

“With dangerous air pollution still a regional challenge, and with the burdens of asthma weighing more heavily on lower income communities, ComEd’s pre-owned EV fleet rebates will help increase the number of EVs on the road and reduce air pollution in northern Illinois,” said Brian Urbaszewski, Director of Environmental Health Programs at Respiratory Health Association. “Making access to EVs more affordable is key to increasing adoption and supporting critical health benefits.”

Electric vehicles (EVs) bring numerous advantages to customers, including reduced fuel and maintenance costs, enhanced performance, and environmental benefits through lower emissions. The transition to EVs, particularly within fleet vehicles, holds promise for significant public health improvements, as it reduces air pollution that disproportionately affects vulnerable communities. In northern Illinois, where certain areas have faced higher levels of climate-related impacts and air quality issues, electrifying transportation offers a path toward cleaner air and healthier environments for all residents. This shift not only benefits individual EV owners but fosters broader, community-wide progress toward sustainable and equitable climate action.

ComEd is committed to making EV funding accessible to all of the company’s qualifying customers. In addition to its EV fleet and charging rebates, ComEd offers a valuable EV Toolkit, which includes EV load capacity maps, fleet electrification assessments for commercial customers and a new make ready reservation process, helping grant commercial and public sector power customers find infrastructure funds that are available to support EV charging expansion and installation.

Rockford, Illinois To Get $116M Power Up That Includes Clean Energy Investments and Job Training

On October 25, 2024, ComEd President Gil C. Quiniones, Illinois Governor J.B. Pritzker, and other prominent state and regional leaders gathered in downtown Rockford to kick off a significant $116 million, five-year investment in Rockford’s power grid. This effort, bolstered by a $50 million federal grant from the U.S. Department of Energy, aims to enhance grid resilience and increase the use of renewable energy in Rockford. ComEd plans to match the federal funding and leverage additional support from Region 1 Planning Council, innovation partners, and vendors. This initiative is expected to improve Rockford’s energy infrastructure, promoting reliability and sustainability for the community.
