Rove Charging Proposes New Full-Service EV Charging Center, Food Market in Oceanside, CA
In a move that could revolutionize electric vehicle (EV) infrastructure along the California coast in North San Diego County, Rove Charging LLC has unveiled plans to build a state-of-the-art EV charging center near Oceanside’s most northerly Interstate 5 exit. The proposal, which includes up to 51 high-speed charging stalls and a 3,500-square-foot ReCharge by Gelson’s market, promises to enhance convenience for both local residents and travelers passing through this bustling part of the state.
The proposed location for this EV charging hub is 1591 Coast Highway, a site currently occupied by a tow company near Oceanside Harbor and Camp Pendleton’s main gate. Marine Corps Base Camp Pendleton is the major West Coast base of the United States Marine Corps and is one of the largest Marine Corps bases in the United States. The strategic placement of the station ensures that it will serve a variety of users, including military personnel, tourists, and commuters heading to or from Southern California’s picturesque coastlines.
Rove Charging LLC has submitted development plans along with applications for conditional use and coastal permits, signaling their commitment to building a cutting-edge facility that aligns with the growing demand for sustainable transportation solutions.
If approved by the City of Oceanside, the station would have 63 parking stalls, including 51 standard EV stalls, one ambulatory EV stall, eight regular parking stalls, and one ADA-accessible stall. The full-service EV charging facility would also offer a lounging area with Wi-Fi, restrooms, and outdoor seating for guests waiting while their vehicles charge.

“We are confident that our proposed project will become an attribute to the City of Oceanside – not only to Oceanside residents driving electric vehicles, but to the many visitors and travelers on the nearby I-5 freeway that require fast, reliable, safe charging with a first-class marketplace (run by Gelson’s) serving a variety of high-quality food, beverage and grocery items,” wrote Matt Stowe, director of entitlements for Rove Charging.
The exciting proposal for an electric vehicle (EV) charging station with a convenience store and 51 high-speed charging stalls in Oceanside is still in the early stages of development. City Planner Nichole Weedman shared that the project, which was submitted by Rove Charging LLC in November, is undergoing a thorough review process before it can move forward.
The proposal for the EV charging station at 1591 Coast Highway is currently under review by multiple city departments, each providing input on various aspects of the project. This stage is critical, as it allows the city to assess everything from environmental impacts to traffic patterns and the proposed facility’s compatibility with the surrounding area.

Weedman explained that city staff will provide detailed comments and notes on the project, which will require the developer to revise and resubmit the proposal for further consideration. In fact, the process may involve up to four review cycles, depending on how well the developer addresses the city’s feedback. This ensures that the final project meets local standards and best serves the community’s needs.
“It will have our support based on their description and justification at this time,” Weedman said. “They’ll be providing EV charging, which is beneficial to our Climate Action Plan goals of reducing greenhouse gas emissions.”
Weedman also noted that Rove’s partnership with Gelson’s enables the project to operate at the proposed site.

The project aligns with state goals to reduce air pollution and expand the use of zero-emission vehicles. Reducing air pollution from gas-powered vehicles not only reduces the many harmful effects of climate change, but provides cleaner air as well.
The American Lung Association’s “Driving to Clean Air: Health Benefits of Zero-Emission Cars and Electricity” said that by 2050, as the United States moves to 100 percent zero-emission new passenger vehicles sales and clean, non-combustion electricity generation, the cumulative national public health benefits due to cleaner air could reach $978 billion in public health benefits, 89,300 fewer premature deaths, and 2.2 million fewer asthma attacks.

Rove Opened its First Full-Service EV Charging Center in Santa Ana, CA
In October, Rove, a developer specializing in full-service electric vehicle (EV) charging centers, opened its first location in Santa Ana, California.
