Funding Overview:
Type: Grant
Eligibility: Business and Industry, Fleet Charging Providers, Government and Public Institutions, Independent Contractors, Non-Profit Organizations, Schools, Tribal Governments and Entities
Amount: Standard Application: Up to $500,000 likely maximum per awarded applicant, per round;
Rolling Application: Up to $50,000 maximum per awarded application. Only available for qualifying entities
Match: Minimum 20% required; reduced to minimum 10% required for qualifying entities
Application Rounds: Standard Application: Open May 12 – July 11, 2025 at 5:00 PM MT. Offered twice per year in Spring and Fall;
Rolling Application: Open year-round; only available for qualifying entities requesting up to $50,000 or less
Fleet emissions have a disproportionate impact on our health and the environment, especially for marginalized and low-income communities living near major roadways and facilities. The State’s Clean Truck Strategy and Community Access Enterprise identify fleet electrification as an important near-term action to improve air quality and protect our environment. Electric vehicles also save fleet owners and operators money on fuel and maintenance costs.
Colorado’s Fleet Zero-Emission Resource Opportunity (Fleet-ZERO) grants support the charging needs of fleet owners and operators seeking to electrify their vehicles, as well as third-party providers intending to offer public charging and EV charging-as-a-service to fleets. This program offers statewide competitive grant funding for private depot charging, public and semi-public fleet charging, and fleet charging as-a-service, with prioritized investments in disproportionately impacted communities and enhanced incentives for eligible qualifying entities.

Eligible Applicants
Fleet-ZERO offers grants to the following applicants requesting funding to own and operate EV chargers for fleet use:
- Businesses and industry
- Fleet charging providers
- Government and public institutions
- Independent contractors
- Non-profit organizations
- Schools (including charging for electric school buses)
- Transit agencies (only for charging fleet vehicles other than transit vehicles)
- Tribal Governments and Entities
Enhanced Incentives
Enhanced incentives are available for all Fleet-ZERO applications submitted by qualifying entities.
Enhanced incentives include the following:
- Increased funding offered per charging port
- A reduced minimum match of 10% required
- Prioritized scoring during the evaluation process
- Eligibility to submit a rolling application year-round for funding requests of up to $50,000 or less
Qualifying entities include any one or more of the following:
- Certified Businesses: Disadvantaged-, Minority-, Women-, Small-, and Veteran-Owned Businesses
- Government agencies
- Non-profit organizations
- Schools (not-for-profit or public)
- Tribal entities
Eligible Projects
Awarded funding can cover costs directly associated with the purchase and installation of EV charging equipment and infrastructure to support light-, medium-, and heavy-duty electric fleet vehicles and equipment. Funding can also cover costs associated with the minimum one year warranty and five year networking coverage requirements for all awarded EV charging stations.
Costs must be spent and work must be completed during the term of an executed grant agreement with the Colorado Energy Office (CEO) to be eligible for funding.
Applications for funding to support high-power public or semi-public fleet charging configured for medium- and heavy-duty (M/HD) are expected to open in 2026. If interested, sign up for the M/HD Corridors Teaming Partner List.
Note: EV charging for personal use vehicles is not eligible for Fleet-ZERO funding. Additionally, for projects primarily intended for community, multifamily housing, workplace, or other publicly available EV charging, please apply for funding through the Charge Ahead Colorado program instead. EV charging for electric transit vehicles is also not eligible for Fleet-ZERO funding; please apply for funding through the Clean Transit Enterprise instead.

Please note: There is a 3,000 character limit per long format question and applicants cannot edit or update their application once submitted through the online application portal. CEO will not accept hard copy applications or applications submitted via email.
Question and Answer (Q&A) Period and Informational Webinar
During the first two weeks after every Fleet-ZERO standard application round opens, CEO will offer a formal Q&A period. CEO will post public responses to all questions received during each formal Q&A period one week after each Q&A period closes.
CEO will not answer questions on an individual basis during standard application rounds. The Q&A folder linked below includes responses from Fleet-ZERO question submission periods.

Additional Incentives and Resources
The Colorado Energy Office encourages applicants to take advantage of all available utility, local, state, and federal incentives for fleet electrification. CEO will allow awardees to combine additional incentives with Fleet-ZERO funding. Fleet-ZERO incentives may not be combined with other state charging infrastructure grant funding, but may be combined with state electric vehicle funding from the Clean Fleet Vehicle and Technology Grant Program.
