The Momentum Index ranks municipalities using on-the-record signals from public meetings, including funding activity, recorded approvals, and real-time policy discussion. Unlike traditional site selection tools that rely on demographics, incentives, or static datasets, the Index surfaces where projects are actually moving through the local approval process.

The methodology evaluates funding language, approvals, and recency across a rolling window, producing a ranked view of where activity is concentrated.
For example, key findings from KnowToYes’ EV Charging Index for the Research Triangle in North Carolina include observations that demand is active across a majority of ranked municipalities, with 27 of 31 falling into “Active Demand,” defined as locations where funding and approvals are actively progressing; and approvals are advancing with minimal resistance, with very few recorded denials across the dataset. Political momentum is measurable in real time, based on the frequency and recency of public meeting discussions, and ranks and highlights specific municipalities where the record shows sustained funding discussions and high approval volumes.
