CA’s Landmark New Tire Efficiency Standards Could Cut Costs and Pollution

California is demonstrating something increasingly important for climate policy: reducing pollution and addressing affordability can and should go hand in hand.

This week, the California Energy Commission (CEC) unanimously adopted the nation’s first efficiency standards for replacement tires. The standards will lower costs for drivers, cut pollution, and improve the efficiency of both conventional and electric vehicles.

Tires installed on new vehicles are generally designed to provide better fuel economy. However, average replacement tires are less efficient, meaning drivers can lose fuel mileage and EV range when replacing their tires. The new standards are designed to ensure replacement tires are at least as energy efficient, on average, as the tires originally installed on new vehicles.

The standards are expected to save California drivers nearly $1 billion annually in gasoline and electricity costs while reducing carbon dioxide emissions by 2 million metric tons each year, equivalent to removing approximately 400,000 gasoline-powered cars from California roads.

The incremental consumer cost is expected to be just $1.50 per tire during Phase 1, from 2029 through 2033, and $6.50 per tire beginning in 2033. A typical gasoline vehicle driver using more efficient tires could save approximately $179 in gasoline over the life of a set of tires, about seven times the incremental tire cost. The calculation uses gasoline at $4.60 per gallon. With gasoline prices at elevated mid-2026 levels, savings could be 25% higher.

Replacement tires that meet the standards are already available today. They are offered by multiple manufacturers and are considered safe, durable and competitively priced. Manufacturers will have several years to modify tires that do not currently meet the requirements before the standards take full effect in 2033.

The CEC conducted extensive laboratory testing of popular replacement tires sold in California and reviewed industry data from companies. The analysis found the regulation to be cost-effective and feasible without adverse tradeoffs involving tire lifespan, safety or other characteristics.

The CEC also conducted a five-year stakeholder engagement process with tire manufacturers and trade associations. Based on industry feedback, the program includes exemptions for specialty tires, including competition tires, large off-road tires and all-weather winter performance tires. It also establishes product categories for long-life, ultra-high-performance, low-load-index and other tires with specialized characteristics.

As the replacement tire efficiency standards are implemented, the CEC will continue working with stakeholders to ensure enforcement is equitable and effective.

For gasoline vehicles, more efficient tires reduce fuel use, fuel costs and pollution. For EVs, they reduce electricity consumption, lower charging costs, improve range and deliver more miles per kilowatt-hour.

California must make the millions of vehicles already on the road as efficient as possible while accelerating the transition to zero-emission transportation. Replacement tires offer a practical way to reduce energy use and pollution across the existing fleet.

Critics may see the standards as another consumer expense, but drivers already need to replace their tires. The key question is whether the added cost is offset by energy savings. California’s analysis indicates it is.

The program was developed through more than five years of testing, technical analysis and discussions with tire manufacturers, retailers and trade groups. Michelin and Bridgestone found the requirements technically feasible, while Discount Tire supported the regulation.

California’s standards could also become a model for other states and the nation, encouraging manufacturers to offer more efficient tires across larger markets.
