NY Announces $21M Now Available to Support Zero-Emission Mobility Transportation
Once again, New York proved that smart leadership means real and continued support for EVs and clean energy. On July 31, 2025, Governor Kathy Hochul announced a major boost for New York’s clean transportation future: more than $21 million in funding is now available to support community-led, zero-emission mobility solutions across the state. Administered by NYSERDA, the Clean Mobility Program aims to address transportation inequities and pollution by funding demonstration projects that bring affordable, scalable mobility options like e-bikes, scooters, shared EVs, and on-demand micro-transit to communities, especially those historically underserved.
The program will award up to $3 million per project to local governments, community organizations, employers with more than 1,000 workers, or transit operators. Proposed solutions must be sustainable, accessible, and build on completed planning documents that address community engagement, technical feasibility, operations, and regulatory factors. At least 20% of total project costs must come from non-NYSERDA funding sources.
“Even as the federal government walks away from clean air and energy standards, New York continues to invest in modern, flexible and efficient electric transportation options that improve air quality and expand affordable consumer choices,” Governor Hochul said. “Our priority is linking communities, including areas that have been historically marginalized, with resources that provide residents with a variety of flexible transportation options that allow them to conduct their daily business uninterrupted.”

In addition to the statewide pool, $8 million is reserved for specific regions, with $5 million dedicated to micromobility projects in upstate utility service areas (including Central Hudson and National Grid territories) and $3 million earmarked for projects in the Bronx. All proposals are due by September 25, 2025, at 3:00 p.m. ET.
New York State Department of Environmental Conservation Commissioner Amanda Lefton said, “With this latest $21 million in funding, Governor Hochul is bolstering actions to help communities most vulnerable to pollution-driven asthma and other harmful health impacts. Clean Mobility Program funding promotes the pursuit of accessible and affordable green transportation options and supports our efforts to improve air quality statewide by transitioning to cleaner, zero-emission transportation.”
To support applicants, NYSERDA is hosting an informational webinar on August 7, and a virtual showcase on August 14, highlighting mobility providers in both two- and four-wheeled categories. NYSERDA also offers a Mobility Solutions Provider Directory to help communities connect with vetted partners.
New York State Energy Research and Development Authority President and CEO Doreen M. Harris said, “Supporting electric vehicle ride sharing, e-bikes, e-scooters and other sustainable, affordable mobility options helps keep people engaged and active in their communities. We look forward to receiving innovative demonstration proposals that offer the opportunity to help New Yorkers maintain transportation independence and can be replicated and adopted throughout the state for the benefit of all.”
New York State Department of Public Service CEO Rory M. Christian said, “It is critically important for New York to invest in and create affordable transportation opportunities for our citizens, especially those who find themselves without flexible transportation options. This program will do just that.”
This program builds on previous clean transportation efforts, including a $32 million commitment announced in 2024 and $2.9 million awarded to 29 planning projects earlier this year. It also aligns with Governor Hochul’s legislation promoting e-bike and battery safety, ensuring devices used meet UL safety standards and follow proper storage and charging protocols.
Funded by a mix of the Clean Energy Fund, the Regional Greenhouse Gas Initiative, and Micro Mobility Make-Ready funds, the Clean Mobility Program is part of New York’s nearly $3 billion investment in clean transportation. It supports the state’s broader Climate Agenda: a just, affordable, emissions-free economy by 2050, with at least 35% of benefits flowing to disadvantaged communities.

A team of researchers from the Keck School of Medicine of USC documented the impact of electric vehicle adoption in the first study to use real-world data to link EVs, air pollution and health in 2023. Leveraging publicly available datasets, the researchers analyzed a “natural experiment” occurring in California as residents in the state rapidly transitioned to electric cars, or light-duty zero emissions vehicles (ZEVs). The results were published in the journal Science of the Total Environment. At the zip code level, for every additional 20 ZEVs per 1,000 people, there was a 3.2% drop in the rate of asthma-related emergency visits.
Owning an EV saves the typical driver $6,000 to $12,000 over the life of the vehicle, relative to a comparable gas-powered model, according to a Consumer Reports study published in 2023.
