Paren Reports 2025 NEVI Progress Was More Than Double 2024’s Progress

90.5 WESA, Pittsburgh’s NPR News Station reported that electric vehicle (EV) drivers traveling across Pennsylvania now have additional charging options without leaving the Pennsylvania Turnpike.

In the last week of December 2025, the Shapiro administration opened the turnpike’s first federally funded EV charging station at the Blue Mountain Service Plaza near Exit 202 in Cumberland County, serving westbound traffic. A second station, also funded through the National Electric Vehicle Infrastructure (NEVI) program, was scheduled to open during the week of New Year’s at the New Stanton Service Plaza in Westmoreland County, likewise serving westbound drivers.

The NEVI program was established in a better period in US history, under the Infrastructure Investment and Jobs Act, signed into law in 2021, with the goal of creating a nationwide, interconnected EV charging network. Pennsylvania is expected to receive $171.5 million in NEVI funding over five years.

Earlier this year, the current administration paused NEVI funding while it reviewed the program and updated guidance. Revised guidelines were released in August, allowing funds to resume. However, in December, more than a dozen states filed a lawsuit challenging the administration’s handling of related funding. The suit, brought by 15 state attorneys general, the District of Columbia, and Gov. Josh Shapiro, alleges the U.S. Department of Transportation has failed to approve new funding under two companion programs: the Charging and Fueling Infrastructure Program and the Electric Vehicle Charger Reliability and Accessibility Accelerator Program.

According to the Pennsylvania Turnpike Commission, the Blue Mountain and New Stanton stations are part of a broader systemwide initiative to install EV charging at all 17 service plazas. The plan calls for up to 80 charging stations to be operational by the end of 2027. All locations will feature high-speed chargers compatible with all EV models without the need for adapters.

States Energized 99 New NEVI Charging Stations With More Than 500 Ports Across the Nation’s Highway Corridors in 2025

Paren highlighted the significant progress state departments of transportation have made advancing NEVI in 2025. Despite considerable headwinds, 146 NEVI-funded stations with 725 charging ports are now live nationwide. While states continue to defend access to funding they are legally entitled to, they brought online 99 new NEVI charging stations, representing more than 500 ports, along key highway corridors this year alone. That pace more than doubled the progress achieved in 2024.

NEVI deployments are now active in 19 states, reflecting the growing reach of the program. Although the path has been challenging, the collective efforts of state agencies, site hosts, charging network operators, and installers have been exceptional. As uncertainty clears, momentum is building again, with new rounds of RFPs, funding announcements, project groundbreakings, and ribbon cuttings underway. Paren expects that progress to continue, and accelerate into 2026.
