Hawaii and Wisconsin Join Affordable Clean Cars Coalition, Now Totaling 13 States
Politico reported on September 4, 2025, that Hawaii and Wisconsin joined a group of forward-thinking states last week, states that have pledged to support the US electric vehicle (EV) market in the wake of the decision by Congress to revoke California’s nation-leading vehicle emission rules.
A growing group of U.S. states is stepping up to accelerate America’s transition to cleaner and more affordable vehicles through the Affordable Clean Cars Coalition. Launched in May 2025 under the U.S. Climate Alliance, the coalition began with eleven founding members including California, Colorado, Delaware, Maryland, Massachusetts, New Jersey, New Mexico, New York, Oregon, Rhode Island, and Washington. In early September, Hawaiʻi and Wisconsin joined the effort, bringing the total to thirteen states and expanding the coalition’s geographic and political reach.
The coalition was created in response to federal rollbacks on clean car policies, including cancelling EV tax credits and attempts to weaken state authority under the Clean Air Act. Member states are determined to preserve their right to set stronger standards while also protecting consumer access to affordable vehicles. Their shared mission centers on lowering cost barriers, expanding charging infrastructure, and ensuring that cleaner transportation options are available to more Americans.

In addition to defending state programs already in place, the coalition aims to develop next-generation standards and initiatives such as broader consumer access. Governors are also working to foster collaboration among states, share best practices, and scale solutions that can influence national policy. Beyond government cooperation, the effort involves active engagement with automakers, labor groups, dealers, utilities, community organizations, and infrastructure providers, all of whom play a vital role in shaping a fair and effective transition from dirty gas to clean electric.
The Affordable Clean Cars Coalition builds on earlier multi-state efforts like the Nation’s Clean Car Promise and zero-emission vehicle agreements covering both passenger and heavy-duty fleets. By standing together, these states are not only defending hard-won progress but also positioning the U.S. automotive industry for long-term innovation and global competitiveness.

EVinfo.net commends all of these forward-thinking, smart state leaders for their support of EV adoption, in the face of federal mistakes such as cutting the federal EV tax credit. California and New York are a few examples of true, valiant and wise support for clean energy.
In New York, the state has matched its clean transportation goals with ambitious policymaking and funding. To make EVs more affordable, Governor Hochul allocated $30 million to the Drive Clean Rebate program in April 2025. This supports point-of-sale rebates for more than 60 EV models and expands charging access via multifamily and workplace programs.
California leads through market penetration, massive infrastructure investments, and policy ambition. Its strengths include high adoption rates and an unparalleled charging network. On September 3, 2025, Moon Five Technologies, a clean energy startup pioneering renter-first electric vehicle (EV) charging, announced that it has been awarded a $3.4 million grant from the California Energy Commission (CEC) under the REACH 3.0 program.

The United States Climate Alliance Supports the Paris Agreement for a Healthier Climate
The U.S. Climate Alliance is a bipartisan coalition of 24 governors committed to securing the nation’s net-zero future through ambitious, state-led climate action. Representing more than half of both the U.S. population and economy, the Alliance empowers its members with technical support, policy tools, and shared resources to drive high-impact climate solutions, from reducing greenhouse gases and strengthening clean energy to fostering resilience and advancing transportation innovation.
The alliance was created in response to the disastrous decision by the US federal government to remove support and participation in the Paris Agreement. The Paris Agreement is a legally binding international treaty on climate change, adopted in 2015, to limit global warming to well below 2 degrees Celsius, compared to pre-industrial levels. Global human-caused climate change is real, and is a significant threat to humanity. EV adoption is one answer to the problem, as the most eco-friendly, zero-emission vehicles. The United Nations is the most reliable source of information about global climate change.
